               <title>Four Michigan Community Health Centers Among Top Health Care Providers Honored by Health Plan of Michigan</title>
               <description>&lt;p&gt;Four Michigan Community Health Centers- Downriver Community Services, Family Health Center of Battle Creek, Hackley Community Care Center, and InterCare Community Health Network- have been named among the state's top health care providers by Health Plan of Michigan. The Detroit-based Medicaid HMO identified 19 top primary care offices based on their excellence in quality and service.&lt;/p&gt;&lt;p&gt;Downriver Community Services provides comprehensive primary and preventive health care services to the uninsured and medically underserved in Michigan's St. Clair and Macomb Counties.                <title>More Patients Gain Access to Health Care at Health Centers Thanks to Stimulus Funding</title>
               <description>&lt;p&gt;As Community Health Centers across the country prepare to celebrate National Health Center Week, which kicks off on August 8, the National Association of Community Health Centers (NACHC) has released a report showing that more patients have gained access to health care through Health Centers thanks to stimulus funding.&lt;/p&gt;&lt;p&gt;America's Health Centers, including those in Michigan, have put funding from the American Recovery and Reinvestment Act (ARRA) to good use, rapidly expanding access to care and generating economic benefits for low-income communities. &lt;/p&gt;&lt;p&gt;Health Centers committed to reaching nearly 2.9 million new patients during ARRA's two-year funding window.                <title>Governor Granholm Visits Construction Site of New Benton Harbor Health Center</title>
               <description>&lt;p&gt;While in Benton Harbor on July 20, Governor Granholm visited the construction site of InterCare Community Health Network's new Benton Harbor Health Center that is scheduled to open in 2011. The new 40,0000 square foot state-of-the-art, environmentally friendly Health Center will replace two existing sites in Benton Harbor to improve patient flow, increase efficiency, and meet demand for services that is projected to increase 35 percent in the next few years.&lt;/p&gt;&lt;p&gt;An official groundbreaking celebration will take place during National Health Center Week, held the second week of August each year to raise awareness of the mission and accomplishments of America's Health Centers.&lt;/p&gt;&lt;p&gt;Construction of the new Benton Harbor site is being funded by stimulus dollars that InterCare Community Health Network, a Bangor-based Community Health Center, received under the American Recovery and Reinvestment Act's Facility Investment Program. &lt;/p&gt;&lt;p&gt;"To receive these funds and be able to serve this community in a new facility is the realization of a long-held dream," said Velma Hendershott, InterCare Community Health Network's Chief Executive Officer.&lt;/p&gt;&lt;p&gt;Up to 45 full-time construction jobs will be created by the project. In addition to existing staff, the new facility will house three new medical providers, at least two new dental providers, and more mental health professionals.                <title>Meaningful Use Final Rule Released: Key to Electronic Health Record Incentive Dollars and Health Care Transformation</title>
               <description>After months of anticipation, the U.S. Department of Health and Human Services (HHS) has released the Meaningful Use Final Rule. Meaningful Use rules establish criteria for using electronic health records that Michigan health care providers will have to meet to claim up to $63,750 in federal stimulus dollars. More importantly, Meaningful Use provides clarity regarding how health information technology should be used to improve health care quality, increase efficiency of the care delivery system, reduce health disparities, and further engage patients and their families in health care. </description>

For an overview of the Medicare and Medicaid Programs; Electronic Health Record Incentive Program Final Rule please go to: &lt;a href="http://www.ofr.gov/inspection.aspx#spec_C"&gt;http://www.ofr.gov/inspection.aspx#spec_C&lt;/a&gt;&lt;/p&gt;&lt;p&gt;The Final Rule for Initial Set of Standards, Implementation Specifications, and Certification Criteria for Electronic Health Record Technology has also been posted and can be found at &lt;a href="http://www.ofr.gov/inspection.aspx#spec_H"&gt;http://www.ofr.gov/inspection.aspx#spec_H&lt;/a&gt;&lt;/p&gt;&lt;p&gt;The proposed rulemaking was released at the end of 2009, and since that time the Centers for Medicare and Medicaid Services (CMS), the Office of the National Coordinator for Health Information Technology (ONC), and the ONC standing committees considered thousands of public comments and worked together to define provisions that will provide the incentive payments to eligible providers and hospitals who achieve Meaningful Use. This provision, defining Meaningful Use, has been updated in the final rule to reflect a more flexible, consistent, and simpler message. In the final rule, the following objectives have been stressed:&lt;br /&gt;&lt;br /&gt;More consistent messages between CMS programs&lt;br /&gt;Easier calculations of measures&lt;br /&gt;Greater flexibility in achieving objectives&lt;/p&gt;&lt;p&gt;This rule is the latest development in an initiative established under the he Health Information Technology for Economic and Clinical Health (HITECH) Act to transform the quality and efficiency of health care in America through the widespread adoption of technology. According to Dr. Gregory Forzley, president of the Michigan State Medical Society, "This is an important time in healthcare. Physicians and other health care practitioners should begin or sustain an effective transformation from paper-based medical records to the use of health information technology."&lt;/p&gt;&lt;p&gt;The rule also provides direction to government programs designed to assist providers with health care technology, such as the Michigan Center for Effective IT Adoption, (M-CEITA) - Michigan's Regional Extension Center program. M-CEITA as Michigan's REC is set up by ONC and HHS to be providers expert source on the Meaningful Use regulation and be a partner with providers in achieving Meaningful Use of EHRs. M-CEITA program staff work to bridge the gap between policies set at the national level and the on-the-ground challenges faced by providers. According to the M-CEITA program director, Dr. Mazharullah Shaik, "Meaningful Use is not simply a tool or a piece of hardware.                <title>MPCA Community HealthCorps Receives AmeriCorps Funding for Coming Year</title>
               <description>The Michigan Primary Care Association (MPCA) Community HealthCorps program is among 25 organizations in Michigan to receive AmeriCorps funding from the Corporation for National and Community Service for fiscal year 2011. It will receive $233,992 to place 18 members at Community Health Centers across the state in the coming year, as it moves in a new direction by providing support for Patient and Community Navigation.</description>
               <crossTech:Body>&lt;p&gt;The Michigan Primary Care Association (MPCA) Community HealthCorps program is among 25 organizations in Michigan to receive AmeriCorps funding from the Corporation for National and Community Service for fiscal year 2011. Members commit to a one-year term of service and are hosted in nonprofit organizations, such as Michigan Primary Care Association, to tackle some of the state's most pressing challenges, including access to health care. Upon successful completion of their service, members earn an education award to pay for college, graduate school, or to repay qualified student loans. During their service, members may also be eligible to receive a modest living allowance, health insurance, childcare, and student loan deferment. &lt;/p&gt;&lt;p&gt;"Michigan Primary Care Association Community HealthCorps members are committed to 'Serving Our Communities by Building a Healthier Michigan through Patient-Centered, Community-Focused Navigation,'" said John Taylor, Program Director. "As part of Michigan's AmeriCorps program, each member serves a one-year term at one of our partner sites across the state in order to improve the health of Michigan residents by providing patient navigation and support, as well as health education and outreach to the local community."&lt;/p&gt;&lt;p&gt;Members provide support to their host sites by serving as Patient Navigators, assisting with programs that help patients become more proactive in the management of their health; and as Community Navigators, assisting with collaborative programs that increase access to health care.                <title>Michigan Health Centers Applaud Passage of Historic Health Reform Legislation</title>
               <description>&lt;p&gt;During the late hours of Sunday, March 21, the U.S. House of Representatives passed the Senate's historic health care bill, "The Patient Protection and Affordable Care Act," by a vote of 219-212, as well as amendments to that bill made by House members and President Obama by a vote of 220-211.&lt;/p&gt;&lt;p&gt;During the vote, Michigan's Rep. John Dingell (D-Dearborn) was given a standing ovation by his colleagues in recognition of his 55-year fight for health care for all.&lt;/p&gt;&lt;p&gt;Michigan's House members voted along party lines, with all Democrats (Conyers, Dingell, Kildee, Kilpatrick, Levin, Peters, Schauer, and Stupak) voting yes. All Republicans in Michigan's delegation voted no (Camp, Ehlers, Hoekstra, McCotter, Miller, Rogers, and Upton).&lt;/p&gt;&lt;p&gt;The Patient Protection and Affordable Care Act, which will provide health care coverage to 32 million Americans, contains many provisions for expanding Health Centers and strengthening their ability to provide care to more people in medically underserved communities and shortage areas. It invests $11 billion in new funding to grow the Health Centers program over the next five years to provide care to 20-25 million more individuals. &lt;/p&gt;</description>

The White House issued a statement saying President Obama will issue an executive order reaffirming that no abortions will be paid for with taxpayer money, that the current ban on federal funds being used for abortion services as is provided in the Hyde Amendment will be maintained.&lt;/p&gt;&lt;p&gt;The Patient Protection and Affordable Care Act, which will provide health care coverage to 32 million Americans, contains many provisions for expanding Health Centers and strengthening their ability to provide care to more people in medically underserved communities and shortage areas. It invests $11 billion in new funding to grow the Health Centers program over the next five years to provide care to 20-25 million more individuals. &lt;/p&gt;&lt;p&gt;The bill also contains provisions that impact Health Centers' ability to provide affordable, accessible care on a daily basis, including expanding Medicaid coverage to all individuals and families with incomes below 133% of the federal poverty level, investing in the National Health Service Corps to allow for the placement of additional primary care physicians, and improve payment to Health Centers by various payers.&lt;/p&gt;&lt;p&gt;"Michigan Community Health Centers stand ready to provide quality, accessible, and affordable comprehensive primary and preventive health care for the newly insured in communities across the state," said Kim Sibilsky, Executive Director, Michigan Primary Care Association. "These community-owned organizations which currently provide care for nearly 600,000 Michigan residents support health reform and are eager to be the health care home for many more in our state."&lt;/p&gt;&lt;p&gt;The bill was signed into law by President Obama on Tuesday, March 23. The reconciliation bill is now in the Senate where "fixes" as negotiated with the House will need to be debated and voted on.&lt;/p&gt;</crossTech:Body>

               <title>MPCA Hosting Children's Health Enrollment Events During Cover the Uninsured Week</title>
               <description>&lt;p&gt;This week, March 14-20, marks Cover the Uninsured Week 2010. Each year the number of uninsured increases across the country and in Michigan, making efforts to provide health care coverage to all a more pressing need. &lt;/p&gt;&lt;p&gt;Today, 46 million Americans are uninsured, including over 1 million Michigan residents. More than 9 million children living in the United States lack health insurance, as do over 150,000 Michigan children. The percentage of uninsured children in our state rose from 4.7% to 6.2% from 2006 to 2007, and among the youngest children age 0 to 5 years, the rated jumped from 4.6% to 7.8%. &lt;/p&gt;&lt;p&gt;To combat this growing trend, Michigan Primary Care Association (MPCA) in partnership with the Michigan Association of United Ways has launched a 2-year grassroots initiative to reach out to and enroll children across the state of Michigan in two free and low-cost health insurance programs, HealthyKids and MIChild. &lt;/p&gt;&lt;p&gt;During Cover the Uninsured Week next week and beyond, MPCA in partnership with Community Health Centers and other community organizations is hosting outreach enrollment events in communities across the state.                <title>Michigan Primary Care Association Communication Director honored with national advocacy award</title>
               <description>Dana Hughes, Communications Director at the Michigan Primary Care Association (MPCA), was awarded the Elizabeth K. Cooke Grassroots Advocacy Award at the National Association of Community Health Centers (NACHC) Policy &amp;amp; Issues Forum held last week in Washington, DC.&lt;br /&gt;Hughes was among 15 recipients honored for legislative and grassroots advocacy work supporting Community Health Centers.&lt;br /&gt;&lt;br /&gt;As Communications Director at MPCA, Hughes works closely with Michigan Health Centers helping them spread the word about community involvement and their commitment to excellence in heath care. She is also heavily involved with NACHC and works tirelessly to educate the public about the need for and benefit of Community Health Centers as well as fostering relationships with legislators and key policy makers on a state and national level.&lt;br /&gt;Hughes said the award is validation of her mission and passion to educate and advance awareness of Community Health Centers.&lt;br /&gt;&lt;br /&gt;"Receiving this award is such an honor," she said. "Spreading the word that Community Health Centers are THE model for ensuring those most in need have access to quality health care is something I feel very passionate about, and helping people connect with their legislators to voice their opinions and see that they can actually make a difference is so rewarding."&lt;br /&gt;&lt;br /&gt;Hughes began her work at MPCA in July 2003 and in that time has developed a wealth of resources Health Centers can utilize to promote their mission. She facilitates regular discussions on marketing and effective communications and is a leader in shaping a united and consistent communication strategy for both MPCA and Michigan's Community Health Centers.&lt;br /&gt;MPCA Executive Director Kim Sibilsky said that Hughes' commitment to Health Center Advocacy is apparent in everything she does.&lt;br /&gt;&lt;br /&gt;"It was a real thrill to see Dana receive this well deserved award," Sibilsky said. Volunteers are stationed around the state, getting the word out and helping parents who qualify by signing them up. Sedgrick Jacobs remembers when his 6-year-old daughter had trouble breathing. As a parent, he felt helpless. &lt;/p&gt;&lt;p&gt;Sedgrick Jacobs, parent: "I couldn't take her to the hospital because we didn't have no insurance." &lt;/p&gt;&lt;p&gt;But after meeting community outreach volunteers with the Michigan Primary Care Association, that will change. Now he knows two Michigan-sponsored programs can help with medical costs. MI Child is free and for healthy kids, it's just 10 dollars a month. &lt;/p&gt;&lt;p&gt;Molly Kaser, Exec. Dir., Center for Family Health: "We do have thousands of kids in Michigan who are uninsured and are probably eligible for these programs." &lt;/p&gt;&lt;p&gt;So volunteers are getting the word out. They're targeting unemployment and employment agencies around the state. They had their first outreach program in Jackson. &lt;/p&gt;&lt;p&gt;Molly Kaser: "Certainly Jackson, we need help like this and the more people we have spreading the word, the better." &lt;/p&gt;&lt;p&gt;Volunteers are stationed around the state. Since the economic stimulus funding was allocated, Health Centers have been able to expand their reach to 1 million patients, and nearly 600,000 uninsured. The stimulus funding also allowed them to respond to the growing health care demands of the uninsured in a variety of ways, such as by increasing hours of operation, adding new exam rooms, adding new health service delivery sites in medically underserved communities. &lt;br /&gt;&lt;br /&gt;As President Obama recently noted, "Health care isn't just about diagnosing patients and treating illness - it's about caring for people and promoting wellness. It's about emphasizing education and prevention, and helping people lead healthier lives so they don't get sick in the first place. And it works. Studies show that people living near a Health Center are less likely to go to the emergency room and less likely to have unmet critical medical needs." &lt;/p&gt;&lt;p&gt;The economic stimulus funding was the right medicine at the right time and one year later the investment is still delivering results. It is important to remember, however, that this was one-time funding, and Michigan continues to face enormous challenges including a continuing state budget deficit, a critical shortage of health care professionals, over 1 million residents lacking health insurance coverage, and a Medicaid program that is in jeopardy. &lt;/p&gt;&lt;p&gt;"Continued support of Community Health Centers is critical now more than ever so they can provide health care to more people in our state," said Sibilsky.&lt;/p&gt;&lt;p&gt;Nationally, uninsured patient visits are up by 21 percent and are likely to continue increasing as the economic recession lingers, according to the National Association of Community Health Centers (NACHC).                <description>&lt;p&gt;Michigan Primary Care Association (MPCA) joins the U.S. Department of Health and Human Services (HHS) in celebrating the one-year anniversary of the Children's Health Insurance Program Reauthorization Act (CHIPRA).&lt;/p&gt;&lt;p&gt;Under this historic legislation MPCA received $915,079 in grant funding to launch a community-based initiative to enroll children in two health insurance programs recently expanded through CHIPRA. He was the author of a plan the Michigan Primary Care Association and the Michigan County Health Plans Association are still advocating for that would assure primary care services to all residents in this state under 150% of poverty through County Health Plans. &lt;/p&gt;&lt;p&gt;"Under Representative McDowell's plan, the state, working in partnership with Community Health Centers and County Health Plans, could provide needed physician services, prescription drugs, and limited laboratory and radiology services to nearly all uninsured Michigan residents in households with incomes at or below 150% of poverty," said Paterson. The state's medically underserved communities are most affected by health care provider shortages. MPCA recommends creating and preserving incentives for providers to work in underserved communities, and developing systems to assure health professional training is provided in the areas and settings of highest need.&lt;/p&gt;&lt;p&gt;&lt;a href="http://cms.crosstechpartners.com/Client/MPCA/FilesStage/Maintaining%20the%20Integrity%20of%20Medicaid.pdf" target="_blank"&gt;&lt;strong&gt;Maintaining the Integrity of Medicaid:&lt;/strong&gt;&lt;/a&gt; Due to Michigan's continuing economic crisis, the integrity of Medicaid is in jeopardy. It is imperative that the safety net program currently providing the majority of funding for health care services to the state's low-income residents not be compromised through cuts to eligibility, rates, or services. Steps must be taken to protect Medicaid benefits and eligibility and ensure that reimbursement rates are adequate to maintain a sufficient number of providers willing to provide Medicaid services.&lt;/p&gt;&lt;p&gt;&lt;a href="http://cms.crosstechpartners.com/Client/MPCA/FilesStage/adult%20dental.pdf" target="_blank"&gt;&lt;strong&gt;Reinstating Michigan's Medicaid Adult Dental Benefit:&lt;/strong&gt;&lt;/a&gt;Have you ever heard the expression "the eyes are the window to the soul"? Well, the mouth is the window to the body's overall health. MPCA recognizes that good oral health is vital to maintaining strong overall health. Michigan must reinstate oral health services for Medicaid adults. The impact on health and the cost to the health care system is too significant to ignore.&lt;/p&gt;&lt;p&gt;&lt;a href="http://apps02.crosstechpartners.com/cms/Client/MPCA/FilesStage/Health%20Coverage%20for%20All.pdf" target="_blank"&gt;&lt;strong&gt;Providing Health Coverage for All of Michigan's Low-Income Residents:&lt;/strong&gt;&lt;/a&gt;Over 1 million Michigan residents lack health insurance. Public policymakers must address this need by making health coverage affordable and available to all Michigan residents and that includes a subsidy for low-income individuals.                <title>Senate Health Reform Bill Clears Another Hurdle</title>
               <description>In today's early hours, the U.S. Senate approved a procedural motion by a vote of 60-40 setting the stage for passage of its health care bill later this week. Included in this version of the Patient Protection and Affordable Health Care Act is a $10 billion investment in Community Health Centers, thanks to Senator Bernie Sanders (I-VT).   In a statement posted on his web site, Sen. Sanders said the additional resources "will help bring about a revolution in primary health care in America and create new or expanded Health Centers in an additional 10,000 communities."  It will also provide loan repayments and scholarships through the National Health Service Corps to create an additional 20,000 primary care doctors, dentists, nurse practitioners, physician assistants, and mental health professionals.  </description>
